Unleashing Residents’ Potential, Building Mutual Support
HONG KONGApril 21, 2026 /PRNewswire/ — The “Building Tung Chung” community project, supported by the Swire Group Charitable Trust and coordinated by the Hong Kong Council of Social Service (HKCSS), has connected over 80 local social service organizations, schools, and enterprises since October 2020. Through cross-sector collaboration, it provides a series of family, sports, children’s play, youth employment, and inclusion activities for Tung Chung residents and grassroots families, addressing the community needs arising from the rapid population growth of the new town. The project is implemented in three phases, funded by over HK$32 million from the Swire Trust, and has benefited over 200,000 people in six years.
On Sunday, April 19, HKCSS, together with a host of project partners, held the “Building Tung Chung: Co-Think, Co-Create My Community” event at the 4th-floor Piazza of Citygate Outlets, summarizing and showcasing the project’s fruitful results. The event featured multiple themed interactive zones, attracting over 800 Tung Chung residents to participate. Through interactive experiences, booth games, and participant sharing, they jointly witnessed community achievements and worked together to shape Tung Chung’s future.

This model is not only applicable to Tung Chung but also provides an important reference for development efforts in other areas.”
HKCSS, through “Good Lab,” analyzed the project’s effectiveness over the past two years. The results showed significant positive changes among participating residents, including enhanced self-efficacy and a greater recognition of their own ability to contribute to the community. Through the partnership between organizations and residents, mutual support networks and trust have gradually been established among community members.

The project aims to enhance residents’ capabilities and community connections at various levels, strengthen community capital and a culture of mutual support, and foster integration and a sense of belonging among new and existing Tung Chung residents, jointly building a more resilient Tung Chung community. “Building Tung Chung” has completed three phases of community services: the first phase focused on providing immediate support to vulnerable groups during the pandemic; the second phase expanded collaboration with organizations, schools, and enterprises; and the third phase emphasized unleashing the potential of Tung Chung residents and building mutual support.
Partners of the “Building Tung Chung” project include:
- Hong Kong Sheng Kung Hui Tung Chung Integrated Services: The “U-Dreamers” youth career development program helps young people pursue their dreams and values through career exploration and experiences.
- Ningdong Hong Kong Sports Foundation: Organizes various sports activities for Tung Chung children and youth, including long-term sports training courses, community parent-child sports days, and large-scale walking days and carnivals, uniting the community through sports.
- Playright Children’s Play Association: “Playright Play Valley” is fully dedicated to promoting community play in Tung Chung, aiming to create a fun Tung Chung community.
- Neighbourhood Advice-Action Council Tung Chung Integrated Services Centre: The “Ferris Wheel of Happiness” family art workshop series helps participating families build key elements of good family relationships through parent personal growth classes, couple activities, art workshops, and parent-child outdoor explorations.
- Zubin Foundation: Promotes capacity building for ethnic minority women and, through training female ambassadors, works closely with 100 ethnic minority families to help them more effectively connect with community resources, thereby jointly building a more inclusive Tung Chung community.
- Tung Chung Safe and Healthy City: The “Telling Good Stories of Tung Chung – Parent-Child Storytelling Sessions” trains families in Tung Chung to use different storytelling techniques and provides parent-child storytelling sessions to promote family cohesion and parent-child relationships.
- Hong Kong Young Women’s Christian Association Central & Western and Islands Youth Outreach Social Work Team: The “Cultivate Self, Harmonize Family – Career Development Program for Ethnic Minority Youth” provides home repair training for ethnic minority youth in the district, helping them master repair skills. The program also offers football training, giving them more opportunities to participate in community activities, enhancing their sense of belonging, and promoting their growth and social skills through activities.
