Brasília, BrazilMay 14, 2026 /PRNewswire/ — Recently, Zhao Chongmin, Director of the Greater China Transportation Services Division at TÜV SÜD (hereinafter referred to as “TÜV SÜD”), led a team of vehicle compliance experts for the Latin American market on a two-week in-depth field trip to Brazil. During this trip, the TÜV SÜD Transportation Services team conducted a series of technical meetings with local government authorities, accreditation bodies, and multiple technical service organizations, focusing on the compliance and certification challenges faced by Chinese automakers entering the Brazilian market. The goal was to build an end-to-end bridge for local certification and compliance services, shortening the “last mile” of cross-border market access.
In exchanges with the Brazilian Institute of Environment and Renewable Natural Resources (IBAMA) and the National Institute of Metrology, Standardization and Industrial Quality (INMETRO), the TÜV SÜD Transportation Services team engaged in in-depth discussions on core topics of common concern to Chinese automakers, including compliance requirements, market access certification processes, testing resources, production conformity, and market surveillance. Brazilian authorities responded positively to these topics and reached consensus on test applications, resource scheduling, and project management, establishing a clear execution mechanism for the localized integration of subsequent certification processes. During the trip, the team also visited TÜV SÜD’s Brazilian subsidiary to understand local industry and business development. Additionally, the team established cooperation models with several local Brazilian technical service organizations, certification bodies, and testing laboratories.

By integrating this network of local resources, TÜV SÜD can provide Chinese companies with one-stop services covering regulatory interpretation, technical guidance, test coordination, and certification applications. Compared to the previous model where companies had to coordinate with multiple windows and manage cross-border processes, this approach helps shorten certification cycles and reduce risks of duplicate testing and non-compliance arising from information asymmetry or procedural differences.

For Chinese automakers currently operating in or planning to deepen their presence in the Brazilian market, compliance is an unavoidable hurdle, and local technical execution capabilities directly impact time-to-market and cost structures. Real-world challenges such as differences in regulatory systems, frequent updates to technical requirements, and scarcity of local testing resources can create multiple obstacles as companies transition from “going global” to “integrating locally.” Through this initiative, the TÜV SÜD Transportation Services team precisely aligned the technical needs of Chinese automakers with the functions of various Brazilian stakeholders, helping companies build resilient and reusable compliance capabilities in complex overseas markets.
Currently, the TÜV SÜD Transportation Services team has established cooperation frameworks with Brazilian counterparts in areas such as vehicle emissions certification, production conformity surveillance, and response to new regulations. This collaboration goes beyond technical coordination, reflecting a strategic consensus among multiple parties to deepen international industrial synergy. As global trade environments and regional market regulations grow increasingly complex, cross-border technical collaboration and rule alignment are becoming critical pillars for the Chinese automotive industry’s overseas expansion. As a leading international third-party testing and certification body, TÜV SÜD will continue to serve as a bridge connecting Chinese automakers with overseas regulatory systems, helping Chinese brands build long-term, stable compliance advantages in Latin America’s largest automotive market, and providing a replicable collaboration model for the global expansion of China’s automotive industry.
