According to SWF Global data, in 2025, OIA ranked third globally among sovereign wealth funds in investment return rate and first globally in public market returns. This performance has solidified Oman’s position in the global sovereign investment landscape, as Gulf-region funds play an increasingly significant role in sectors such as private equity, infrastructure, energy transition, logistics, technology, and strategic industries.

By the end of 2025, OIA’s assets had reached approximately $60 billion. Cumulatively, every dollar-equivalent asset held by the institution in 2020 had grown by about 73% by the end of 2025, reflecting the value-adding capability of its investment portfolio.

While global large-scale sovereign wealth funds are typically measured by size, OIA’s 2025 performance has placed it in a different category: a sovereign investment institution gaining attention for its performance, governance standards, and public market returns.

Bolstered by robust asset management, higher public market returns, and the restructuring of state-owned assets into more commercially oriented enterprises, the institution also exceeded its approved annual performance indicators by 105%.

OIA’s outstanding performance in 2025 coincides with Oman’s efforts to develop its non-oil economy and deepen integration into international capital flows. During the year, the fund attracted approximately $4.1 billion in foreign direct investment, further cementing its role as a gateway for global capital into Oman’s key industries.

A highlight of the 2025 performance was the transformation of the investment portfolio. Since taking over multiple state-owned enterprises in 2020, OIA has been committed to strengthening the operational and financial performance of its portfolio companies, enhancing profitability, and improving efficiency. These restructuring initiatives have helped several portfolio companies turn losses into profits, improved asset quality, and laid the groundwork for the smooth progress of the institution’s divestment program. OIA also repaid approximately $2.4 billion in debt from its subsidiaries, further strengthening its balance sheet and accelerating the transition to a more commercial model. The divestment program, launched in 2022, aims to recycle capital and maximize returns. By the end of 2025, the program had completed 24 asset divestments, releasing over $7.3 billion in funds for reinvestment in new opportunities.

Today, OIA’s investment portfolio spans more than 52 countries and regions, reflecting its strategic intent to balance local deployment with global diversification. Nearly two-thirds of investments are concentrated in Oman, while the remainder is distributed across major international markets, including 19% in North America, 9% in Europe, 4% in the Asia-Pacific region, and 7% in other global markets.

OIA’s 2025 performance also reflects a broader enhancement in the governance and transparency of Oman’s state-owned assets. International institutions, including the World Bank, have recognized Oman’s progress in improving the management and oversight of state-owned enterprises, while OIA’s ranking among global sovereign wealth funds has risen to third place. For international investors, this further strengthens the fund’s credibility, particularly as Oman seeks to attract long-term capital and deepen its integration into global investment flows.

With record profits, leading public market performance, and stronger governance capabilities, the institution’s 2025 performance signals a deeper shift in Oman’s economic model: leveraging sovereign capital to generate returns, attract foreign investment, restructure state-owned assets, and build a more internationally connected investment platform.
