Beijing Yizhuang Establishes the City’s First OPC Community Approval Business Guidance Workstation

Innovative “Two Exemptions, One Package” Service Model Enables Enterprise Registration in 30 Minutes

BeijingMay 7, 2026 /PRNewswire/ — On May 7, the legal representative of Beijing Youth Sequence Technology Co., Ltd. (hereinafter referred to as “Youth Sequence”) successfully obtained a business license at the Modulus OPC Community Approval Service Guidance Workstation (hereinafter referred to as the Workstation) in the Beijing Economic-Technological Development Area (also known as Beijing Yizhuang). Without leaving the community or making any return trips, the entire process, from entering for consultation to receiving the license, took less than 30 minutes. This efficient experience marks an impressive achievement for the city’s first OPC community approval service guidance workstation and represents a critical step in Beijing Yizhuang’s reform to facilitate OPC enterprise access.

“One-Stop Fast Processing” for Access Matters: License in 30 Minutes

Upon entering the Workstation, the first thing that catches the eye is a flowchart for OPC enterprise registration posted on the exterior wall. This chart clearly marks key information that entrepreneurs need, such as whom to contact for registration, what materials are required for setup, and how long the process typically takes, allowing them to understand the steps before even walking in. Inside the office area, the space is divided into distinct zones: an assistance zone, a printing zone, and a review and approval zone. Each functional area is clearly defined, enabling enterprises to complete the entire process—from filling in information to receiving the license—without any additional trips.

“You’re in digital human creation. For the industry name, our district has specifically compiled a recommended list—you can consider options like digital culture or media technology. Once you select the industry, the system will automatically generate the corresponding primary business direction. For the business scope, just choose the OPC + Digital Human Creation Company package—it’s all pre-matched.” In the assistance zone, a staff member is pointing at the screen, explaining to Zhang Qi, the legal representative of Youth Sequence. The Workstation leverages the Beijing Enterprise Service e-Chuangtong Platform to integrate the entire chain of matters—including business registration, tax registration, and bank account opening—into one. At the same time, it introduces the “Two Exemptions, One Package” service: no need to submit property certificates or ID card copies, and it provides corresponding themed packages for enterprise setup, enabling rapid information filling and truly achieving “minimal procedures, fastest completion.”

“In the early stages of our startup, we have few people and tight deadlines. Our biggest worry was that the approval process would be complicated and delay our progress. We never expected to handle it right in the community, with one-on-one staff guidance. The entire process took less than 30 minutes—very smooth and efficient,” said Zhang Qi, legal representative of Youth Sequence, looking at the business license in hand. At the same time, she also showed several business cards of already-registered OPC enterprises, which she had picked up from outside while waiting. “I didn’t expect to ‘get to know neighbors while handling business’—this Workstation has truly exceeded expectations!”

Huang Hai, Deputy Director of the Beijing Economic-Technological Development Area Administrative Approval Bureau, explained that the Workstation not only offers face-to-face guidance and assistance services but also supports three modes simultaneously: independent online processing, independent offline processing, and assisted processing. This truly enables “on-the-spot completion of matters and immediate license collection.” Additionally, to accommodate the flexible work characteristics of OPC entrepreneurs, the Workstation has innovatively introduced a “7×12” hour full-time appointment-based approval service, breaking free from standard working hours and providing enterprises with a more flexible and convenient approval service experience.

Tailored Services “Seat by Seat”: Differentiated Support for Enterprise Growth

In terms of service precision, the Workstation offers “category-based support” companion services for OPC enterprises in different business types. Huang Hai stated that entrepreneurs often face the challenge of “not knowing how to choose the right industry name or write the correct primary business direction” at the outset. To address this, the Beijing Economic-Technological Development Area has specifically compiled a district-level recommended list of industry names. Once an enterprise selects an industry name, the corresponding primary business direction can be automatically generated by the system or adjusted through manual assistance, solving the problem of “where to start.” Building on this, through the OPC enterprise-specific service module on the Beijing Enterprise Service e-Chuangtong Platform, enterprises can precisely “take their seats” from 12 featured themed packages, such as “OPC + Large Model Development Company” and “OPC + Intelligent Agent Development Company.” A total of 163 highly matched business scope terms cover three mainstream business types—AIGC content creation, hardware customization and development, and software R&D—with support for flexible additions, deletions, and adjustments. With the combined services at the district and city levels, enterprises no longer need to blindly choose from unfamiliar terms for their names or business scopes, truly achieving “let professionals handle professional packages.”

Take Youth Sequence, which just received its license, as an example. As an AIGC digital audio-visual enterprise, the staff directly matched it with the “OPC + Digital Human Creation Company” featured themed package during the assistance process, covering the business scope options needed for the entire AI virtual artist industry chain. At the same time, the staff proactively reminded the company to prioritize copyright protection and trademark registration for virtual IPs and informed them that if they later need to handle matters like virtual person performance brokerage permits, the Workstation can assist in coordination. This kind of “industry-savvy” professional guidance helps entrepreneurs establish compliance awareness from the very beginning.

For different business types, the Workstation further refines its services: for hardware customization and development (hand-built hardware) enterprises, it focuses on providing market-oriented support such as online platform traffic generation, promotion matching, and brand exposure, helping them expand sales channels and enhance product influence; for software R&D enterprises, it emphasizes compliance services like algorithm filing, scenario recommendations, and data sandboxes, ensuring standardized and healthy development.

Expected to Serve Over 100 Enterprises by Year-End, Benefiting More Than 300 Entrepreneurs

The Workstation officially opened on April 8, 2026, jointly established by the Beijing Economic-Technological Development Area Administrative Approval Bureau, the Information Technology Bureau, and the Yiqi Service Port. Located on the 5th floor of Building 5, Zone A of the National Information Technology Innovation Park, it operates in the same location as OPC enterprises, deeply embedded in the community’s entrepreneurial ecosystem. From the start, it has possessed the collaborative capability of “approval + resources + industrial services.” In just over a month of operation, the Workstation has provided on-site or online consultation services to over 50 enterprises and successfully processed on-site business licenses for nearly 20 OPC enterprises, all within 30 minutes from entry to license collection. Huang Hai noted, “By the end of this year, we expect to have served over 100 OPC enterprises in total, with the number of processed matters exceeding 300, benefiting more than 300 entrepreneurs in the AI field.”

Leveraging the advantages of inter-departmental collaboration, the Workstation precisely connects enterprises with development resources such as talent housing, computing power vouchers, public model applications, and bank financing, truly achieving comprehensive services from “getting a license” to “promoting development.” Huang Hai said, “Our biggest change is transforming from a government approval officer into a policy advisory consultant and approval assistant by the enterprise’s side. Traditional approval is ‘you apply for what you want, and I process it for you.’ Now, we integrate ourselves with the enterprises, guiding them through the process based on industry development characteristics and enterprise needs, offering suggestions, and growing together with the enterprises.”

The Workstation’s responsibilities go far beyond “issuing a license.” Beijing Ai A Technology Co., Ltd., one of the first enterprises to register, deeply understands this. This small team focused on AI video generation intelligent agent R&D successfully completed its enterprise setup with staff assistance. Legal representative Zhang Shun expressed, “The most heartwarming part isn’t just that they helped us get the license—it’s that the service never stops and matters never get disconnected. The Workstation proactively visits us, regularly surveys our needs, and follows up on various challenges in our business development. This full-cycle closed-loop service gives our small startup a great sense of security and belonging.” Similarly, in the Modulus OPC Community, Beijing Zheng Huo Shi Jie Technology Co., Ltd., which focuses on AIGC content creation, now serves top-tier clients including ByteDance, JD.com, and State Grid; Yangwang Chenxing (Beijing) Technology Co., Ltd., deeply engaged in children’s intelligent education, is about to launch its core product; and Zuizui Technology (Beijing) Co., Ltd., specializing in AI video creation, has had its works shortlisted in prestigious competitions like the Berlin International Film Festival and the Cannes World AI Film Festival. A group of “super individuals” is rapidly growing in the Beijing Economic-Technological Development Area, gradually becoming benchmark forces in their respective fields.

Huang Hai stated that the Beijing Economic-Technological Development Area will continue to optimize its service model based on the actual needs of entrepreneurs in new business types. Using this Workstation as a core platform, it will deepen reforms in approval services for new business types, gradually expanding the service scope. Plans are in place to replicate and promote this model in key industrial clusters such as the International Medical Innovation Park (BioPark), tailoring it to local conditions and establishing more specialized approval guidance workstations. This will enable the “embedded” approval service, which organically integrates “access approval, categorized guidance, and resource empowerment,” to benefit a broader range of innovation entities.
